What is MOPP?
MOPP is a tool used by Medical Professionals to assist the Medical Professional with writing a VA medical opinion for a veteran’s disability claim.
MOPP outlines VA law as the Medical Professional writes their medical opinion. The tool provides guidance along the way so that the Medical Professional does not feel lost or confused.
Why Should I Use MOPP?
As a veteran, you know that the VA prefers a medical opinion from the veteran’s own treating provider for a disability claim. However, there has always been a lack of understanding in VA law for a Medical Professional to support their veteran, until now.
MOPP guides the Medical Professional through the writing process. References are made to specific VA law so that the Medical Professional can lean on understanding of the law as they write.
Why Was MOPP Created?
There has often been a disconnect between VA law and medical professionals on the outside of the VA world. Often, Medical Professionals would try to help the veteran but used the wrong language that doesn’t apply to VA law.
Now, with MOPP, a Medical Professional can write a medical opinion for their veteran patient with confidence that the VA will use their medical opinion with probative value.
Is MOPP a Part of the VA?
No. MOPP is a tool that was developed by a private company in order to meet the needs of the veteran community.
Does MOPP Cover All Claims Where a Medical Opinion is Needed?
Almost!
MOPP, at this time, does not cover cause of death claims.
MOPP does not cover statements regarding permanent and total disability, statements regarding aid and attendance, or statements regarding unemployability.
What Information Do I Need to Provide to My Personal Provider to Complete MOPP?
Depending on what medical condition you want a medical opinion for, you may need to provide the following information to your personal provider:
How Much Does MOPP Cost?
A single use access code is purchased by the veteran for their personal provider to use.
Visit the MOPP order form from inside the Valor 4 Vet Portal to see current prices.
How Do I Talk To My Doctor About MOPP?
Step 1:
Print and fill out the top section of this educational handout designed for Medical Professionals.
During an office visit, discuss MOPP with your personal provider and hand them the completed educational handout.
Please be aware that your personal provider may charge you a fee for completing MOPP.
Step 2:
Follow up with your medical provider if they had to think about it.
Once your medical provider has confirmed that they are willing to use MOPP, place your order through the Valor 4 Vet Portal.
Step 3:
Give your medical provider the order form provided at checkout. The access code needed to complete the medical opinion is on the order form.
Step 4:
Once the medical provider submits the MOPP form, the signed and completed medical opinion is presented to your medical provider instantaneously. The medical provider will contact you about how to obtain the report.
Lastly, you will need to provide the medical opinion to your representative or to the VA. Valor 4 Vet and the MOPP tool does NOT deliver the report to the VA.
What if I Put My Access Code Into MOPP?
If the veteran attempts to enter their MOPP Access Code into MOPP, the code will lock and the Personal Provider will not be able to access MOPP.
How Do I Purchase a MOPP Access Code?
MOPP Access Codes are purchased through the Valor 4 Vet Portal.

Can I Get a Refund for Purchase of MOPP Access Code(s)?
As a veteran, the purchase of a MOPP Access Code(s) is nonrefundable.
The purchase is transferable. Meaning you may elect to cancel the MOPP Access Code order and use the monies from the purchase of a MOPP Access Code(s) towards another service provided by Valor 4 Vet.
